Auto-generate HMAC-SHA256 webhook secret when enabling the Gaiia
integration. Display webhook URL, secret with copy buttons, regenerate
option, and setup instructions on the integrations page.
wire time_format into scope, add settings UI selector, change defaults
to 24h, and replace all user-facing Calendar.strftime calls with
centralized TimeHelpers using the user's timezone and time format.
the catch-all error handler was silently discarding the error reason,
making it impossible to debug failures. add logging and a specific
handler for graphql validation errors.
Replace the thundering-herd cron job with a dispatcher that enqueues
individual per-integration Oban jobs staggered across the 10-minute
window using PollingOffset. Show last synced timestamp in user's
local timezone via the <.timestamp> component.
the default base url was pointing at the docs site
(apidocs.preseem.com) instead of the actual api endpoint
(api.preseem.com), causing all api calls to fail with
unauthorized. removed the unnecessary base_url user override
since the api endpoint is fixed.

The clipboard copy now works correctly by using a dedicated LiveView
hook that directly handles the click event and clipboard API, rather
than relying on custom event dispatching which was causing issues.
Change 'explicitly assigned' to 'equipment-level override' in organization
settings to better reflect that this counts equipment with custom agent
assignments, not equipment directly assigned to organizations (which doesn't
exist - equipment always belongs to sites).
Adds forms to organization, site, and equipment pages to configure SNMP
community strings with hierarchical fallback.
Changes:
- Organization settings: Add SNMP version and community fields
- Site form: Add SNMP config section with inheritance notice

Add three-level agent assignment hierarchy (Equipment > Site > Organization)
