device_down alerts and active incidents represent the same outage.
Filter device_down alerts from the alerts section for devices already
shown as incidents, so a down device shows as 1 issue not 2.
Adjust sidebar bottom section padding from py-3 to py-3.5 to align
the horizontal border with the footer border. Also remove unused
private functions from settings_live and fix credo warnings.

LiveView computes the status server-side and passes it to a minimal
JS hook that generates PNG favicons via canvas.
Fixes fragmented translation that displayed raw '%{link}' placeholder text
instead of properly interpolated link in development mail adapter notice.
Changes:
- Consolidate separate translation calls into single interpolated string
- Use raw() helper to safely inject HTML link into translated text
- Update Spanish translation to include %{link} placeholder

When the Oban queue backs up, the 60-second uniqueness window expires
and duplicate jobs stack up per device. Switch to period: :infinity so
only one poll/monitor job exists per device at any time. Add replace
option to supersede stale scheduled jobs with updated scheduled_at.
Remove :executing from unique states so self-scheduling works while
the current job runs. Set max_attempts: 1 since retrying stale polls
is pointless.
Also fix all credo --strict issues across the codebase.

- admin: full access + financials (except org deletion)

Two issues were preventing impersonation from working correctly:
1. Templates were not passing current_scope to Layouts.authenticated,
so the impersonation banner never displayed.
2. fetch_current_scope_for_user was looking up the user from the
session token, which always pointed to the superuser. This caused
the superuser to see their own organizations and equipment instead
of the impersonated user's data.
Changes:
- Pass current_scope={@current_scope} to all Layouts.authenticated calls
- Store target_user_id in session during impersonation
- Fetch target user directly from database using target_user_id
- Update both fetch_current_scope_for_user (for controllers) and
mount_current_scope (for LiveViews) to properly handle impersonation
- Clean up target_user_id from session when impersonation ends
Now when a superuser impersonates a user, they correctly see:
- The impersonation banner at the top with exit link
- The target user's organizations and equipment
- All data scoped to the impersonated user
- Dashboard shows welcome wizard when no sites exist
- Equipment page redirects to site creation when no sites exist
- Equipment form redirects users to create a site if none exist
- Equipment list hides "New Equipment" button when no sites exist
