fix(grid-rs): update hrdps_encode_uses_canadian_bbox to coarse step 
Missed in d5726a89 — the test asserted the old 0.125° dimensions
(89 × 713) but the writer now emits 0.5° (23 × 179). Asserting the
new dimensions.
