feat(contacts): widen sounding search, backfill on demand
Contact detail now searches for soundings in progressively wider radii
(150 → 300 → 600 → 1000 km) before declaring "No soundings found".

When even 1000 km turns up nothing, enqueue WeatherFetchWorker RAOB
jobs for every station at the widest non-empty radius. The worker
passes the contact_id through so it can PubSub back to
contact_enrichment:<id> as each sounding lands, and the LiveView
rehydrates without a refresh.

Also adds Weather.soundings_with_widening_radius/1 and
ContactWeatherEnqueueWorker.enqueue_raob_fetch_with_widening/1 so the
same logic can be reused from other callers.

feat(propagation): per-contact mechanism classification
Classifies every contact's likely non-LOS propagation mechanism and
persists the result on contacts.propagation_mechanism. Mechanism is
determined in priority order:

  1. user_declared_prop_mode (ADIF PROP_MODE from the operator log)
  2. EME — moon-ephemeris check, ≥2m band, >1800 km path
  3. aurora — Kp≥5 + high-lat path, 50-432 MHz
  4. sporadic-E — foEs × 5 ≥ band_mhz, 400-2500 km path
  5. meteor_scatter — ±3 days of a shower peak, VHF/UHF
  6. rain_scatter — common-volume radar heavy rain, 5-11 GHz ≤800 km
  7. tropo_duct — HRRR native_best_duct ≥ band or ducting_detected
  8. line_of_sight — ≤50 km path
  9. troposcatter — default

Persisted via MechanismClassifyWorker (queue: :mechanism, unique on
contact_id). Submit-time enqueue path includes :mechanism by default;
BackfillEnqueueWorker cron now handles :mechanism alongside existing
types so prod continuously backfills any contact with
propagation_mechanism_status in (:pending, :queued, :failed). Also
added :radar to the cron's type list so common-volume radar backfill
runs automatically rather than only via `mix radar_backfill`.

New modules:
- Microwaveprop.Propagation.MoonEphemeris — Meeus low-precision moon
  position, accuracy ±1° — enough for the mutual-visibility EME test
- Microwaveprop.Propagation.MechanismClassifier — plug-in priority
  chain over the evidence map
- Microwaveprop.Workers.MechanismClassifyWorker — assembles inputs
  from HRRR / native profiles / common-volume radar / solar_indices /
  ionosonde + calls the classifier

ADIF importer now reads PROP_MODE into user_declared_prop_mode so
operator-tagged mechanisms (EME/ES/MS/RS/AS/AUR) become ground truth.

feat(rainscatter): classify QSO propagation mechanism from common-volume radar
Adds a per-contact enrichment pipeline that determines whether a QSO was
most likely carried by rain scatter, tropospheric ducting, or ordinary
troposcatter — using IEM n0q composite reflectivity sampled inside the
lens-shaped intersection of 400 km-radius disks around each endpoint.

Pieces:
  * Microwaveprop.Propagation.CommonVolume — lens geometry (haversine,
    in-CV test, bbox, area).
  * contact_common_volume_radar table (1:1 per contact) storing
    aggregate dBZ stats inside the CV + radar_status column on contacts.
  * Microwaveprop.Workers.CommonVolumeRadarWorker — Oban :radar queue,
    fetches the n0q frame at QSO time, iterates pixels inside the CV
    bbox, aggregates rain/heavy/core-pixel counts, max/mean dBZ, and
    coverage percentage.
  * Microwaveprop.Propagation.RainScatterClassifier — rule-based mapper
    from (band, distance, radar stats, duct flags) to one of
    :likely_rainscatter | :rainscatter_possible | :tropo_duct |
    :troposcatter | :unknown.
  * ContactWeatherEnqueueWorker learns a :radar enrichment type and
    enqueues the CV worker on contact submission; pre-2014 contacts
    (outside IEM n0q coverage) are pinned to :unavailable.
  * `mix radar_backfill` bulk-enqueues historical contacts with
    --year / --limit / --dry-run.
  * Contact detail page renders a mechanism badge with supporting
    stats (common-volume area, max dBZ, heavy-rain pixel count,
    coverage %).

Fix NARR accounting on status page and stop pre-2014 hrrr_status churn
Status page NARR progress counted `hrrr_status = :unavailable` as the
candidate set, which swept in ~13.6K post-2014 HRRR retry rows and
showed "0 / 13,652". Candidate eligibility is qso_timestamp-based, not
hrrr_status-based — switch both the numerator and denominator to
`qso_timestamp < NarrClient.coverage_end()` so pre-2014 rows are
counted whether their hrrr_status is :queued, :unavailable, or
:complete.

ContactWeatherEnqueueWorker: short-circuit hrrr_points_for_contact/1
for pre-coverage timestamps and mark the contact :unavailable when no
HRRR jobs are built. Was producing a ping-pong where reconcile flipped
pre-2014 :queued → :unavailable and the same cron run flipped it back
to :queued from a rebuilt HRRR job that could never land data.

NarrClient.in_coverage?/1 + callsite guards (1979 → 2014-10-02)
Post-2014 contacts with hrrr_status=:unavailable were being dispatched to
NARR, which 404s because NCEI's archive ends 2014-10-02. 14K of the 14.3K
candidates in prod are post-2014 — these are HRRR's responsibility.

- NarrClient.in_coverage?/1 returns true only inside 1979-01-01 → 2014-10-02
- narr_jobs_for_contact and maybe_enqueue_narr (contact_live) bail out of
  coverage returning []
- BackfillEnqueueWorker.type_filter scopes :narr to qso_timestamp <
  coverage_end so the cron doesn't keep picking post-2014 candidates

Rename ERA5 → NARR across the codebase
- Schema: Era5Profile → NarrProfile; table renamed via migration
  rename_era5_profiles_to_narr_profiles (ALTER TABLE + rename indexes,
  atomic and instant, no row rewrite)
- Weather helpers: find_nearest_era5/era5_for_contact/era5_profiles_for_path
  → find_nearest_narr/narr_for_contact/narr_profiles_for_path
- BackfillEnqueueWorker: :era5 → :narr type (virtual, no narr_status column);
  reconcile_stale_queued_to_unavailable and status_priority_order now skip
  virtual types via @virtual_types. Fixes the prod crash where the cron tried
  to update a non-existent era5_status column.
- ContactWeatherEnqueueWorker: build_era5_jobs → build_narr_jobs,
  era5_jobs_for_contact → narr_jobs_for_contact
- ContactLive: @era5 → @narr, maybe_enqueue_era5 → maybe_enqueue_narr;
  UI label "ERA5 (0.25°)" → "NARR (32 km)"
- Cron (runtime.exs): args types list now "narr" instead of "era5"
- /status: progress row, status-by-type card, totals.narr_profiles, and
  table-count lookup all target narr_profiles
- Drop obsolete Era5CdsJob schema + era5_cds_jobs table (inspection
  artifact from the retired CDS pipeline; 34 orphan rows in prod)
- Misc docstring/comment cleanups (skew_t, about, wgrib2, propagation_train)

Includes a regression test for the virtual-type crash.

ContactWeatherEnqueueWorker: dispatch NarrFetchWorker for historical backfill
Swap the body of era5_jobs_for_contact/1 to enqueue NarrFetchWorker
instead of Era5FetchWorker, and snap qso_timestamp via
NarrClient.snap_to_analysis_hour/1 so it lands on a 3-hourly NARR
analysis slot (00/03/06/09/12/15/18/21 UTC) — NarrFetchWorker raises
on anything else.

The :era5 type key, the era5_jobs_for_contact function name, and
the era5_status field are kept as historical artifacts — they
still refer to the era5_profiles table, which is reused 1:1 by
NARR. A schema rename is a follow-up PR.

The CDS Era5* workers (Era5FetchWorker, Era5SubmitWorker,
Era5PollWorker, Era5MonthBatchWorker, Era5BatchClient) are now
unreachable from the live submission flow. They stay in tree until
the deletion follow-up PR.

6476bc8045 Dedupe ERA5 fetch jobs by (lat, lon, valid_time)
The Era5FetchWorker now declares an Oban unique constraint on
{lat, lon, valid_time} for any job in available/scheduled/executing/
retryable, so two backfill runs targeting the same contact grid point
can no longer spawn parallel CDS requests for the same hour.

Because Oban OSS insert_all doesn't honor unique, ERA5 jobs are now
routed through Oban.insert/1 from ContactWeatherEnqueueWorker and the
era5_backfill mix task. Other worker types still use insert_all.

e79e65db43 Add ERA5 to backfill dashboard and enrichment pipeline
- ERA5 checkbox on /backfill page alongside HRRR/weather/terrain/IEMRE
- BackfillEnqueueWorker handles era5 type (targets hrrr_status=unavailable)
- ContactWeatherEnqueueWorker.build_era5_jobs/1 creates ERA5 fetch jobs
  for path points without existing ERA5 profiles
- Progress bar shows ERA5 candidate count (HRRR-unavailable contacts)
- Status panel shows ERA5 candidates and fetched profile count

e99e585b66 Add type filter to backfill enqueue
Backfill dashboard now has checkboxes to select which enrichment types
to process (HRRR, Weather, Terrain, IEMRE). Prevents weather jobs from
flooding the queue when only HRRR needs work.

eeb92bcc19 Fix HRRR enrichment status stuck at queued/pending
enqueue_for_contact unconditionally marked contacts as :queued even
when no HRRR jobs were needed (profiles already exist). Workers never
updated contact status to :complete after storing profiles. Contacts
got stuck and were never re-processed.

- Mark :complete when no jobs generated (data already exists)
- Include :queued in backfill enrichable states for reconciliation

Database performance fixes and async backfill enqueue
- Fix score_pressure crash on nil pressure_mb (coastal HRRR points)
- Set 10-min timeout on grid score upsert transaction (was :infinity)
- Single DELETE for prune_old_scores instead of N queries in a loop
- Remove dead load_hrrr_refractivity that loaded 95k rows into nil map
- Pass selected_time to point_detail to skip latest_valid_time sub-query
- Batch station existence checks (1 query per path point, not per station)
- Batch solar index upserts via insert_all in chunks of 500
- Batch backfill_distances via single UPDATE FROM VALUES statement
- Add is_grid_point boolean + partial index to hrrr_profiles (replaces
  non-sargable modular arithmetic filter on every weather map query)
- Add partial index on contacts(qso_timestamp) WHERE pos1 IS NOT NULL
- Move backfill enqueue to Oban worker so UI returns immediately
