fix(ingest): dedupe ASOS duplicates + shrink SWPC decode errors
Two unrelated production warnings from the same log window:

WeatherFetchWorker raised Postgrex 21000 cardinality_violation on
ASOS upserts when IEM returned two METAR records for the same
timestamp (routine + special at the same minute). Dedupe by
(station_id, observed_at) in upsert_surface_observations, keeping
the last occurrence since IEM's ordering is chronological.

SwpcClient.fetch_xrays warned with the full truncated response
body (~650 KB of GOES X-ray JSON) dumped into the log aggregator
whenever SWPC's CDN cut the response mid-stream. Intercept
Jason.DecodeError in fetch_and_parse and format it short: keep
the byte position and an 80-char preview, drop the rest.

feat(telemetry): broaden Instrument span coverage
Adds spans to 15 previously-unmeasured hot paths so every question we
might ask while tuning has a histogram to answer it:

External I/O:
- iem.fetch_iemre (gridded weather reanalysis)
- mrms.list_latest / mrms.download (precip radar)
- rtma.fetch_observation
- ncei.fetch_metar (historical 5-min METAR backfill)
- solar.fetch_indices (GFZ solar indices)
- swpc.fetch (SWPC Kp/F10.7/X-ray)
- giro.fetch (ionosonde)
- qrz.request, geocoder.geocode (callsign enrichment)
- srtm.download_tile (terrain tile download + gunzip)
- hrrr.download_grib_ranges (parallel byte-range fetch phase)

Subprocess:
- wgrib2.extract_grid / extract_grid_from_file / extract_grid_from_file_mapped

LiveView hot paths:
- propagation.scores_at (map score fetch + cache hit/miss counter)
- propagation.point_forecast (sparkline)
- propagation.point_detail (click-to-inspect)
- propagation.daily_outlook_at (/map outlook strip)

Worker-level end-to-end:
- worker.terrain_profile
- worker.mechanism_classify
- worker.mrms_fetch

Each event is registered in Microwaveprop.PromEx.InstrumentPlugin as
a Prometheus histogram (default / long buckets as appropriate) plus
a counter for the scores_at cache hit/miss ratio. Prometheus at
10.0.15.25 will start seeing the new series on the next scrape after
deploy.

SpaceWeather: SWPC JSON ingestion (Kp, F10.7, GOES X-ray)
Adds the second ionospheric data source layer. Polls NOAA SWPC's free
public JSON services every 5 minutes for three products:

* Planetary K-index (1-min cadence) → geomagnetic_observations
* 10.7 cm solar flux (hourly) → solar_flux_observations
* GOES X-ray flux (1-min, 0.1-0.8nm long-wave band only) →
  solar_xray_observations

All three products feed HF / Es scoring inputs that the propagation
engine will start using in a follow-up commit:

* Kp drives HF absorption and Es damping (memory notes Kp is inversely
  correlated with tropo/Es stability).
* F10.7 is the SSN proxy for ITU-R P.533 HF MUF prediction.
* GOES X-ray long-wave flux is the short-wave fade (SWF) / D-layer
  absorption proxy — a C-class flare starts attenuating HF within
  seconds of the X-ray peak.

New context `Microwaveprop.SpaceWeather` exposes `upsert_*/1` and
`latest_*/0` per product; `SpaceWeatherFetchWorker` pulls all three
independently so one endpoint's outage doesn't block the others.
Fixtures captured from live SWPC endpoints on 2026-04-15 for the
parser tests.

Not yet wired into scoring — that's a separate commit.
