fix: point cargo pre-commit hooks at rust/prop_grid_rs/Cargo.toml

The cargo clippy and cargo fmt hooks ran from the repo root but the
Rust project lives in rust/prop_grid_rs/. Add --manifest-path so they
find the Cargo.toml and actually run.
