grafana: add T-Mobile Home Internet dashboard
15 panels covering gateway up/uptime, 4G/5G bars, and per-band RSRP/RSRQ/SNR/RSSI time series. Sources metrics from the new tmobile-exporter (job=tmobile_gateway).
