- String.slice always returns binary so the || "Unknown error" fallback was

database_metrics was unreachable dead code (dialyzer pattern_match_cov)
- Add @type t :: %__MODULE__{} to User schema to resolve unknown_type in user_auth spec
- Extract nested if in leader_election to fix Credo nesting depth violation
- Update .dialyzer_ignore.exs: remove 2 stale entries, add false positives for
Ecto.Multi/Gettext opaque types and Mix.Task PLT limitations
- Extract prepare_markers_for_push/2 to reduce nesting depth in

Check if Repo process is started before attempting to collect PostgreSQL
metrics. This prevents the 'could not lookup Ecto repo' error message
during application startup when the periodic metrics collector runs
before the Repo is fully initialized.
The metrics collection now silently skips when the Repo isn't ready
and will succeed on subsequent runs once the Repo is started.
- Fix invalid CSS selector in user registration test by replacing
`fl-contains` with proper href attribute selector
- Disable telemetry database metrics collection in test environment
to prevent database ownership errors from telemetry poller
This eliminates the GenServer termination errors that were occurring
during test runs due to invalid CSS selectors and database access
issues in background telemetry processes.
